میں اصلاحات کرنے اور اس کے زریعے سے فاٹا کو پختونخوا میں ضم کرنے کا اعلان کیا تھا. اس اعلان کو سن کر وہاں کے بے بس مظلوم عوام بہت خوش ہوے مگر ان کو کیا معلوم کہ ان کے امیدوں کے برعکس ٹال مٹول سے کام لیا جاے گا. جب ضم کرنے پر پارلیمنٹ میں بحث ہوئی تو سوائے دو جماعتوں کے تمام جماعتوں نے اس اقدام کو سراہا. جے یو آئی کے سربراہ مولانا فضل رحمان نے اور محمود خان اچکزائی نے اس کی مخالفت کی. ان دونوں صاحبان کی رائے تھی کہ فاٹا کو الگ صوبہ بنایا جائے. اس معمّہ کو مزید آگے بڑھانے کے لیے سرتاج عزیز کے سربراہی میں کمیٹی تشکیل دی گی “فاٹا اصلاحاتی کمیٹی” کے نام سے. اس کمیٹی نے اپنی سفارشات رپورٹ کی شکل حکومت کو پیش کی. حکومت کو تمام سفارشات قابلِ قبول ماسوائے این ایف سی میں 3 فیصد فنڈ دینے کی سفارش ناقابلِ قبول قرار. اس کے بعد قبائلی رواج ایکٹ کو نافذ کرنے کی نوید سنائی جسے فاٹا کے محبِ وطن باشندوں نے یکسر مسترد کردیا. حکومت
چونکہ اس وقت مشکلات سے دوچار تھی اس لیے وہ اپنے اتحادی مولانا صاحب کو ناراض بھی نہیں کرنا چاہتے تھے. اس معاملے میں اگر کوئی سخت پتھر تھا تو وہ مولانا ہی تھا جو کسی بھی صورت میں امادگی ظاہر نہیں کررہے تھے. یہ مسلئہ، مسلئہ کشمیر کی شکل اختیار کرتا گیا۔ پھر ایک وقت ایسا آیا کہ وزیراعظم صاحب بڑی مشکل میں پھنس گیے۔ اسی طرح فاٹا کا انضمام چند مہینوں کے لیے سردخانے کی نظر ہوگی۔ ملک کا وزیراعظم نااہل ہوگیا اور یقیناً اس نااہلی میں فاٹا کے لوگوں کی بددعاے ضرور شامل تھی کیونکہ ان لوگوں نے جتنے قربانیاں دی اس وطن کے لیے وہ لازاول اور بے مثال ہے۔ اور جب خود ہی صاحبِ منصب نے ان لوگوں کو قومی دھارے میں لانے کی پیشکش اور پھر خود ہی مکر جاے تو دکھ ضرور ہوتا ہے. خیر اس معاملے کو دو سال مکمل ہونے کو ہے. اور کوئی خاص پیش رفت بھی نہیں ہورہی. ایسے میں اب فاٹا کےیوتھ نے اپنے حقوق کے حصول کے لیے تحریک چلانے کا فیصلہ کرلیا. “فاٹا یوتھ گرینڈ جرگہ” کےنام سے ایک اتحاد بن چکا ہے. اس اتحاد میں یوتھ سے منسلک تمام سیاسی و غیر سیاسی تنظیمیں شامل ہے.
اس وقت اگر فاٹا کےلوگوں کا دل جیتنا ہے اور ان پر اگر خاص نوازش کرنا ہو تو اور کچھ نہیں بس ان کا ادغام کے پی کے ساتھ کیجئے. قبائل وہ قوم جو ہر محاز پر وطن کے ساتھ ڈٹے رہیے. ہر مشکل میں وطن کے ساتھ کھڑے رہے. خطرات سے نمٹنے کے لیے ہمیشہ اپنے جان کو ہتھلی پر رکھ کر لڑتے رہے. اپنے حقوق کو چھوڑ کر کشمیر کی آزادی کے لیے انہوں نےاپنا کردار ادا کیا. 65 کی جنگ میں یہ لوگ پیش پیش تھے. اور جب دہشتگردوں نے قبائلی علاقوں پر اپنا نظام رائج کرنے کی کوشش کی تو بھی اپنے گھروں کو اپنے آنکھوں سے مسمار ہوتا دیکھا. اپنے بچوں کو قربان ہوتا دیکھا. اپنے علاقوں کو چھوڑا. آئی ڈی پیز بنے پُرکٹھن حالات کا سامنا کیا.سخت سردی میں پشاور اور مردان، کے بیاباں کیمپوں میں ایک خیمے کی نیچے سخت راتیں گزاری وطن خاطر.باجوڑ کے لوگ ہو یا پھر وزیرستان یا خیبر کے سب کے سب نے بے مثال قربانیاں دی اور اپنے افواج کو ہر محاز پر سپورٹ کیا.
آخر کیوں ان لوگوں کے ساتھ یہ ظلم کیا جارہا ہے. آخر کیوں ستّر سالوں سے ان لوگوں پر سیاہ قانون کا راج ہے. آخر کیوں ان کو علاقہ غیر کا لقب دیا گیا. کیا یہ لوگ کہی اور کے ہیں. کیا یہ انسان نہیں. آخر ان میں کمی کیا ہے. کیا یہ لوگ وطن سے نفرت کرتے ہے. بلکل نہیں اس کے ثبوت کے لیے اتنا ہی کافی ہے کہ دنیا بھر میں تحریکیں چلتی ہے دولخت کے لیے اور “یہ لوگ تحریک چلا رہے ہے کہ ہمیں قبول کرو، ہمیں باقی پاکستانیوں کی پاکستانی مانا جاے، ہمیں بھی وکیل اپیل اور وکیل کا حق دیا جاے قبائلی پکار پکار کررہے کہ ہمیں پاکستان میں اسی طرح سٹیٹس دیا جاے جسطرح چاروں صوبوں کو حاصل ہے. ان کے جیبوں میں قومی شناخت ضرور مگر دوسری طرف اس شناخت کے تحت آئین اور قانون سے ان لوگوں کو مستثنٰی رکھا ہوا ہے. آخر ایک ریاست میں یہ دو قانون کیوں ہے.
کچھ لوگ اپنے مفادات کے لیے اس زور میں ہے کہ فاٹا کو الگ صوبہ بنایا جاے. جب ان سے یہ دریافت کیا جاتا ہے کہ کیوں الگ بنایا جاے؟ تو اس سوال کے جواب میں بڑی معصومیت سے کہتے ہیں کہ سینیٹ میں ان کے نمائندے ذیادہ ہوجاے گی۔ وہاں پہاڑوں سے جو کارآمد آشیا برآمد ہوگی وہ وہی استعمال ہوگی وغیر وغیرہ۔
سب سے پہلے آج بھی فاٹا کے لوگوں سے اگر پوچھا جاے کہ اپنے سنیٹرز کا نام بتائے سو فیصد میں دس فیصد لوگ نہیں بتاسکتے۔ ہر تین سال بعد یہ لوگ پیسہ استعمال کر کے ایوانوں تک پہنچ جاتے ہے اور پھر ہر بل میں یہی سنیٹرز ووٹ کے بدلے وہی پیسہ سود سمیت حاصل کرتے ہے۔ رہی بات وہاں کے پہاڑوں سے سونا نکالنے کی تو ان کی اطلاع کے لیے عرض ہے کہ بلوچستان ریکوڈک سے بھرا پڑا ہے لیکن ایک خود مختار صوبہ ہونے کے ناطے بھی ان کےپاس اتنے وسائل نہیں کہ انہیں بروائے کار لایا جاے۔
یہ تمام تر خدشات محض ایک بہانہ ہے۔ اگر حکومت جنہوں نے خود رضاکارانہ طور پر ادغام کی پیشکش کی تھی اگر وہ مخلصانہ طریقے اس پر عمل کرے تو مولانا صاحب اور اچکزائی ہی کتنا ہی سخت لوہے کے مانند پہاڑ کیوں نہ ہو وہ بھی ریت کی ٹپکتی ہویی
